The revised framework, effective from September 2012, takes forward the Government’s reforms to the 2008 framework as recommended in the 2011 Tickell Review. The reforms will:
reduce paperwork and bureaucracy;
strengthen partnerships between parents and professionals;
focus on the three prime areas of learning most essential for children’s readiness for future learning and healthy development;
detail the four specific areas of learning which build on the prime areas;
introduce a progress check at aged two to provide for early intervention as necessary; and
simplify assessment at age five – usually at the end of the reception year;

The revised statutory framework 2012 for implementation September 2012.
This new non-statutory guidance has been produced by Early Education supports you in implementing the statutory requirements of the EYFS Framework 2012. It replaces Appendix 2 of the 2008 EYFS Practice Guidance.
This guidance shows how the four themes of the EYFS Framework and the principles that inform them work together to support babies and children. The Unique Child develops and learns through interaction in Positive Relationships and Enabling Environments. It illustrates how the Characteristics of Effective Early Learning may be supported and extended by adults as well as how they underpin the Prime and Specific Areas of Learning and Development.
You can use Development Matters as part of your daily observation, assessment and planning. It can also be used at points during the EYFS as a guide to making best-fit summative judgements, with parents and colleagues across agencies, about whether a child is showing typical development, may be at risk of delay or is ahead for their age.
The age/stage bands are the same as they were previously. They overlap because these are not fixed age boundaries but suggest a typical range of development. When you use Development Matters it is however important to remember that babies and young children develop at their own rates and in their own ways.The development statements and their order are not necessary steps for every child and should not be used as checklists.
This new non-statutory guidance has been produced by National Children’s Bureau and you in implementing the statutory progress check at age two as require in the EYFS Framework 2012.
This “Know How Guide” is intended to support you in implementing the EYFS progress check at age two. The progress check has been introduced to enable earlier identification of development needs so that any additional support can be put into place as early as possible.
The EYFS Framework does not require the progress check to be completed in a prescribed or standard format. It only specifies that information about a child’s development should be provided to parents in the prime areas of learning and development of the EYFS: personal, social and emotional development; physical development; and communication and language. The “Know How Guide” provides you with information to support you in carrying out the progress check and gives examples of how practitioners currently provide information to parents. Its aim is to stimulate ideas for how practitioners might approach the progress check.
4Children has published a non-statutory document with the aim of giving parents an overview of the EYFS Framework 2012. It will illustrate how parents can support their child during the foundation years.
Settings will be able to add further information in free text boxes to give parents more details about the implementation of the EYFS in their setting.
It is the intention that all settings should share this guidance with parents.
This guide has been developed with parents. An overwhelming want from parents was that this guide would be available electronically. Therefore it has been designed to be accessed electronically but also as a downloadable printed copy. Included in the guide are free text boxes where settings can insert their own logos, aims and messages to parents.

The Early Years Foundation Stage (EYFS) Handbook contains important information for local authorities, headteachers and all Early Years professionals about assessing children's attainment.
It includes information about how and why EYFS assessments should be carried out and guidance on how to complete an EYFS Profile; recording children's attainment; and making accurate and reliable judgements about EYFS attainment.
The Handbook should be used alongside the EYFS Assessment and reporting arrangements and exemplification materials.
The EYFS Profile Handbook has been developed to help practitioners make accurate judgements about each child’s attainment, and to enable effective moderation of judgements. It replaces the previous 2008 EYFS Profile Handbook. The EYFS Profile LA moderation requirements booklet has been incorporated into section 6 of the 2013 Handbook. It will only be available to download electronically: hard copies will not be available.
These materials are a selection of example evidence of children’s attainment, categorised into the 17 early learning goals (ELGs) which are part of the new Profile. The materials establish the national standard for the level of learning and development expected at the end of EYFS for each ELG. It will only be available to download electronically: hard copies will not be available.
The exemplification materials will help:
practitioners to make accurate judgements for each child’s attainment;
moderators to assess the accuracy of practitioner judgements;
Year 1 teachers to use EYFS Profile outcomes to plan effective provision; and
other stakeholders who wish to evaluate children’s learning and development.

Birth to Three Matters
The Foundation Years team has converted the booklet, poster and the cards from the Birth to Three Matters packs into PDFs for practitioners to download. The packs which contain useful information relevant to the reformed EYFS have only been available in either hard copy or as multiple downloads from the Department for Education until now. We have converted both the cards and the booklet from the packs into two simple downloads.
We have collected all the questions that come into the Foundation’s inbox since the publication of the reformed EYFS and provided answers.

Hey. I was wondering if anyone could help me find out the real reasons why the EYFS was revised. I know a list of the actual reforms are above, but thats not what I am looking for. What was the driver of change? What made the government take these steps, was it the opinions of teachers, parents.....? The government wants us to see them making changes to please the public and gain votes, I am writing a paper on Social policy and can't find what I am looking for. Hi im new all this, well I know about the old EYFS but the new one is giving me a hard time. wondering if anyone could help me out. as nursery has just been set up and there is nothing in place, no learning journey or anything Ive been given the job of setting it up so each child has a learning journery. Really not sure what to use or how to build one. whould really like some help please. at 2 we now need to do the check and in the last year when a child is turning 5 we do the check to send to school but what about the other times? any help would be great Im feeling really stressed about this task
